Palace of Justice

The project forms part of a broader project – Upgrading of judiciary buildings and facilities, which is an integral and critical part of Serbia’s extensive National Judiciary Reform Strategy and will assist in facilitat-ing the country’s EU integration and association.

Palace of Justice is located in Belgrade waterfront city center. Vehicular and pedestrian approaches have been retained from existing streets and directions, designed in accordance with the regulations, especially for persons with disabilities or persons with reduced mobility. It is intended to accommodate and for functioning of the judicial authorities of the Ministry of Justice and Public Administration: Higher Court, the First Basic Court, Higher Public Prosecutor's Office and the First Basic Public Prosecutor's Office in Belgrade. The entire building was designed within the existing clearance and volume without jeopardizing adjacent buildings with the highest possible degree of respecting the existing direct physical structure, alignment and formatting according to the time at which the intervention is implemented.

Since the existing building, represents an original work of architects Zoran Žunković, Mihailo Živadinović and Božidar Simović, Design for reconstruction and adaptation of the building is designed in accordance with the basic ideas and concepts of the Authors. By the decision of The Ministry of Justice and Public Administration, and in accordance with the Belgrade Judiciary and Prosecutor’ Offices relocation scheme, deployment and precise disposition of beneficiaries located within the building was carried out according to the following requierements:
- design classified building vertically and horizontally providing, as far as possible, no interference by the beneficiaries, especially between judicial and prosecutors' offices
- when Judicial and Prosecutors' offices dispositon was created, flow and movement of the users within the building was taken into account, to ensure, as far as possible, spatial privacy for quiet work of emloyees, without uncontrolled flows and contacts with the public
- design implements independent functional units for beneficiaries, with good spatial organization within each entity.

Design for reconstruction of the building has maintained existing external character of building and shaping elements in same geometry and appearance with raplacement of more modern, improved functionality and energy characteristics windows. All visible surfaces of natural concrete are retained by the local rehabilitation of damaged places without changing the final look within the design. It was also taken care as much as possible to take back and keep the concept of the original appearance of building, particularly in the area of treatment and protection of the natural concrete surface. The materialization of the building is designed in accordance with functional requirements and standards for facilities of this type, purpose and capacity. Selected materials are durable, easy to maintain, with technical and technological characterictics that ensure long exploitation with the response to all necessary physical, technical, functional, sanitary, formal and aesthetic requirements.
